There are no females (teachers or otherwise) allowed in the office when we were given the horse-stick, at my school. There were a few teachers who would have enjoyed it. Mrs Brown in particular. It wasn't necessarily a sexual thing, she just enjoyed handing out punishment, and really would have enjoyed seeing the results of her own handiwork.

The horse-stick however was wicked painful, and the pain would linger for days at minimum. But it's not like it was used for every single violation of the rules. There were plenty of other punishments they could go to first, and did.

By the time my boys were in school, they weren't using CP. But then my boys also weren't going to the boy's school. I had that option. My Father offered to pay for it. But I wanted to keep them home.

I expect they are better for it.
