The most simple explanation would be,
if you are leaving welts and bruises, drawing blood or breaking bones. That is a beating.

In more detail...
If the spanker is enraged and swinging wildly hitting any and everywhere, that is a beating.

If the spanker is cold, and brutal with their discipline, or seems to actually enjoy the punishment they dish out. If that is being done by an adult to a child, that can qualify as a beating.

If you are hitting them anywhere other than their butt and possibly the back of the thigh just below the butt, such as face, neck, arms, calves, feet, fronts of the legs and upper torso (front or back) That's a beating.

A spanking should be applied to the buttocks, bare or clothed, (an argument can be made for the backs of the thighs just below the butt)

it should be of sufficient force to cause discomfort without leaving bruises or drawing blood.

The pain and any redness from the spanking should under normal circumstances fade within a couple of hours.

Just my opinions.
