  To clarify a few points for you.
  
  1. You were born in England so even you paid Overseas students fee but there is no immigration restrictions on working because you are local people as the white/black British.
  
  2. Apply a National Insurance Number that is required for contributing towards pensions. The number is also required when you go to register a GP (doctor).
  
  3. For Overseas students, at present, are eligible to work 20 hours per week but that doesn't apply to you. You can work as many hours as you like. The reason why you have to pay overseas fee because you don't live in UK 3 years before the start of your University. So after you graduate from Greenwich in 3 years time, if you want to further your study, you should pay home fee. For your friends with HK passports, if they don't study in England now, they have to leave the country. But you don't have to.
  
  4. Usually the employer will give you a P45 Form after you resign from your employment. I don't know the Chinese Restaurant will do it or not but you can ask them before you leave the job. The P45 form is important as every working people in England must have it. This P45 is a record (like you ID) of your employment record and show how much you earn, how much you contribute towards pension.
  
  5. Being a student, you don't have to pay tax (unless you earn more than the taxed income).
  
  6. What kind of work do you work for the University? It is a good opportunity no matter what it is. But study is more important of all, must remember.
  
  7. Remembered that we needed no visa issued when we went to Durbai. If you go to visit EEC countries (e.g. France, Germany, Italy, Portugal, Holland etc etc), you don't need to apply for visa because you are holding a UK passport with access to EEC countries.
  
  8. Except commiting a crime, there is nothing against the law as you are a citizen in the UK. See the advantages of being born there.
  
  You will begin to like England - it is so free there.
  
  Wish you work happily and so does your study.
  
  The flat in Sutton has been sold and completion of sales should be finished yesterday with the help of Gary.
  
  I will pay HK$3,000 to your bank account with B. of East Asia.
  
  Will ask David to book your flight back to UK leaving 17 September 2002 either with Singapore Airline or Luthansa.

  I will cancel your Sunday phone plan on Saturday. Auntie Christina has gone home (Worcester Park) and already rang to tell she was safe. We had a wonderful time together in HK. I took her to SabuSabu to have Japanes steam bowl while you were ringing to ask for Vodaphone, remember. She enjoyed the food very much. Before we went to this restaurant, we bought some fried chestnut and walked towards TST seafront. While we sat down and cracked the chestnut, it was time to lock the roof top by the seafront. So we sat down in front of Arts Centre and chatted until 11:45pm. Joceyln warned that she would lock up the door and wouldn't let me enter home (joke!). Next day I took half day off and went to have aftertea in the new HK Convention & Exhibition Centre. The salad was very nice and I will take you there when you are next in HK. We took a taxi to City Hall, Central where Christina tried to recognise the buildings -some she can't recall because they are very new. We walked to the Pier No. 3 where there is a roof top cafe and sat down until 7pm. The temperature was cool down and you know, there is a building the color will change every 10 minutes. So it was very relaxing sitting and talking especially the sea wind was so comfortable. Then we took the Star Ferry to TST and took bus back home to have dinner with Joceyln. After it, we chatted until 11:30pm and were so reluctant to say good-bye. I promise if war is over I probably go to England next year.
  
  I know you will get used to life at Greenwich because you don't ring as often as 4 years ago. That is very good. Money is another question, to learn to be independent is the most important of all. Hope you enjoy everyday like me working in the Hong Kong Institute of Education. My two female bosses are very nice. You know Sylvia (my manager since British Council) and Dr Lo (a lady) who lives in Block A Galaxia. World is small, isn't it.

  The followings are facts why nowadays young people have to go to university:
  1. You will get a degree after leaving university
  2. This will be the basic qualification when you apply for jobs
  3. A valid passport for LIFE for future careers.
  4. A ticket to get on the transport which bring you to a successful professional world
  
  If there is someone who has said to you that it is not necessary to go to university. Don��t believe a word he/she said. You have to analysis the aim (for good side) or the plot( ����) (for bad side) for telling you this.
  
  Good side:
  1. That he/she may try to comfort you because he/she knows that it is not possible for you to a placement at university
  2. Try to take some pressure off you
  3. Try to convince you that life will go on even if you don��t go to university �V yes but you will face a lot of hardships in future. E.g. hard to get a better job, easy to lose chances for promotion and perhaps can��t find a good quality boyfriend (if you are a girl) �V boys with good potential usually go to university.
  
  Bad side:
  1. Don��t want you to get a degree. Afraid that you become smarter than his/her children.

  Graduates( �j�Dz��~��) are regularly shown to get better jobs than those who do not go into higher education (�M�W�Ш|), but researchers have now claimed that they are generally likely to be healthier and happier, too.
  
  Graduates�� children do better at school and are less likely to be assaulted (�Q����) or involved in accidents, says the study published last week by the Higher Education Funding Council for England. Also claimed for graduates are greater engagement in voluntary organisations and more enlightened attitudes (�}�����A��) to race and equality.
  
  These benefits are not due to the fact that graduates tend to be cleverer and come from better-off families in the first place, insist John Bynner and Muriel Egerton, at the University of London��s Institute of Education.
  
  Their research is based on a huge database held by the National Child Development Study, which has followed the lives of about 16,000 people born in March 1958.
  
  After introducing controls for background factors such as social class and intelligence, the researchers compared graduates with their contemporaries (�P�����H) without A-level qualifications (�w���) and with those who gained A-levels but did not go on to university or college.
  
  Dr Bynner found the chances of having a professional or managerial job were much higher for graduates, especially women, and the chance of being out of work was much less. (This is damn true �V genuine example �V Liza Lai)
  
  Graduates reported more skill improvements �V in computing for instance �V over the past 10 years than non-graduates.
  
  Graduates were more likely to see themselves as in excellent physical health than non-graduates, but the most important health factor was family background (measure by father��s occupation and whether children had free school meals). Mature graduates also showed health benefits.
  
  When it came to mental health, graduate men were half as likely to suffer depression as their peers (�P¾�Ť��H) without A-level qualifications, while among women the effects of childhood circumstances were more marked. Taking these factors into account, graduate women were no less likely to suffer from depression that the group without A-levels.
  
  Mature female graduates seemed particularly well protected from depression, however, possibly because they had passed the early, more stressful stages of family-building.
  
  University drop-outs (�L�J�j�Ǫ��@�s) seems to lose a lot of the benefits of higher education, the study found. Men who failed to complete their degrees were as prone to (����ɭP) depression as those without with A-levels, while women who dropped out reported the same extent of violence from a partner as those without A-levels.
  
  One general conclusion was that higher education produced a boost in well-being, said Dr Bynner. ��There is a psychological (�߲z), self-esteem (�۴L) and confidence building part of higher education that has spin-offs (�Ʋ��~) in personal terms. Dropping out from an experience that offers so many opportunities must be very damaging.��
  
  Well-being (����믫���d�r��) seemed to be transferable to the next generation, too, he said. Graduates�� children were less likely to have educational problems and more likely to own at least 50 books. Many graduates were able to give their children advantages they themselves lacked.
  
  ��While these results are preliminary, they suggest that higher education may have a role in breaking the cycle of educational disadvantage,�� Dr Bynner said.
  
  Electoral voting (�����벼) was slightly more common among graduates, but markedly more so among mature graduates.   "Boiling Water in Microwave Ovens"
  
  I feel that the following is information that anyone
  who uses a Microwave oven to heat water should know.
  My 26-year old son decided to have a cup of coffee. He
  took a cup of water and put it in the microwave to
  heat it up (something that he had done numerous times
  before).
  I am not sure how long he set the timer for, but he
  told me he wanted to bring the water to a boil.
  When the timer shut the oven off, he removed the cup
  from the oven.
  As he looked into the cup, he noted that the water was
  not boiling, but instantly the water in the cup "blew
  up" into his face.
  The cup remained intact until he threw it out of his
  hand but all the water had flown out into his face due
  to the build up of energy.
  His whole face is blistered and he has 1st and 2nd
  degree burns to his face which may leave scarring.
  He also may have lost partial sight in his left eye.
  While at the hospital, the doctor who was attending to
  him stated that this
  is a fairly common occurrence and water alone)should
  never be heated in a microwave oven.
  If water is heated in this manner, something should be
  placed in the cup to diffuse the energy such as a
  wooden stir stick, tea bag, etc.
  It is however a much safer choice to boil the water
  in a tea kettle.

  actually get superheated and not bubble at all.
  The superheated liquid will bubble up out of the cup

  heat any liquid for more than two minutes per cup.
  After heating, let the cup stand in the microwave for
  thirty seconds before moving it or adding anything

  published its report on a study of Hong Kong People��s
  participation (����) in gambling activities
  (commissioned by the government��������). Of those
  surveyed (���L��), 51%favour legalizing soccer betting
  (��??���Ϸ���), while 36% are against doing do. As
  popular support is not overwhelming
  (�ò��������Ԅٺ�)), the government must be doubly
  cautious (�ӱ�С��) when it decides whether to
  legalise the form of gambling. It must have especial
  regard to the profound effects ���hӰ?its decision
  may have on our young people. The reason is that the
  most shocking ���@of the team��s findings is that
  minors (under 18) are more interested in sport-related
  gambling �c�\�����P�Ķò� than adults.
  
  To illustrate �C?, take soccer betting, which is the
  subject of much controversy�L��??. According to the
  study, 5.7% of youngsters participate in this
  activity, while only 2.9% of adults do so. It seems
  clear that, since few young people are aware how
  harmful gambling is, if soccer betting is legal and
  people can conveniently place their betsͶע����, more
  of them will participate in this activity.
  
  Another shocking finding is that 78% of Hong Kongers
  participate in gambling activities. As many as 90,000
  Hong Kongers are pathological gamblers ���B?ͽ, and
  15,000 of them are minors.
  
  According to a definition given in the government��s
  ��Gambling Review�� consultation paper, parthological
  gamblers are punters ��?ͽwho ��gamble frequently and
  often beyond their means �����A��. That could lead to
  accumulation �e��of debts��̨�ߺB, emotional problems
  ��?����and loss of employment. Some of them may even
  resort
  �������Ჽ��to criminal activities or commit suicide
  as a result��. The figures have set the alarm bells
  ringing in Hong Kong about the prevalence of gambling
  �S?��??��, which is liable to
  �������������?�}cause social problems. Pathological
  gambling is a time bomb ?�rը? which will most
  probably cause society and individuals serious
  problems.
  
  The government should not talk about legalising soccer
  betting until it has come up with effective measures
  ��Ч��ʩto deal with the harmful effects of gambling
  and to educate youngsters about them. To talk about
  legalising soccer betting when it has yet to do so
  would be to encourage gambling, which is already
  prevalent. What the government ought to do urgently
  is to find ways to tackle ���juvenile gambling and
  juvenile pathological gambling.
  
  The research team has made 14 recommendations ���h.
  In each of them it calls on the authorities to take
  steps to minimise the harm of gambling. Its
  recommendations include that the government should
  ��initiate ���^ the making and use of teaching kits to

  pathological gambling in their social studies or
  ethics ��? classes��, and that it should
  make it mandatory ����for all printed media providing

  Lessons from US�� way of dealing with crises
  
  THE AMERICANS have united as one in the wake of the
  ��September 11 disaster��. The US government is doing
  what may make their grief ( �d��) to give way to
  (����) their determination to rebuild New York. The
  US government��s crisis management ability is quite
  evident. President George W Bush has not only done
  real things (applied to Congress for funds needed to
  fight terrorism and provide relief ���٤νw�M��i) but
  also made visits to disaster areas, which are of
  symbolic significance ���n���H�x. What is more
  commendable �ȱo�g�� is that the opposition �Ϲﬣhas
  offered the administration its full support. Common
  people have waited in long queues to give blood. The
  attacks on New York have allowed the world to witness
  the American people��s solidarity�ε�. The whole
  nation is now working together with one mind against
  its foes* �ĤH. We would do well to draw lessons from
  the way in which the US has dealt with the crisis.
  
  In 1982, after the US had come into ���~being
  (��̩�߰���), Washington fell to British forces
  �����ز��y���J�^�x����. President James Madison fled
  �k�Xthe capital. The nation was without a leader. On
  7 September 1940, more than 200 German fighters
  blitzed ��ŧ London. As soon as the air raids were
  over, British Prime Minister Winston Churchill went
  out to view the blitzed city. The next day he said in
  a speech broadcast nationwide that the people would
  not flinch ����or weary ���֤O��of the struggle �i��,
  hard �x�� and protracted ���though it would be. The
  British people fought bravely and endured ����the
  miseries of war �Ԫ����˵h. What Churchill, their
  leader, had said and done was no doubt a great
  encouragement to them.��Ӫ��N��������S
  �@�L�ðݬO���L�b�����ɩ����Ұ��O��H�����L�����y
  
  Bush did not return to Washington immediately after
  the attacks for security reasons. However, he was
  soon in good shape. One hour after he had returned to
  the White House, he made a televised speech. In it he
  declared the administration��s determination to go all
  out to hunt down the perpetrators�ɦ�� His speech
  was of vital importance, for, as the American people
  had been shocked by the tragedy, whose horrors were
  beyond their imagination, a firm voice was needed to
  call on them to remain calm and show solidarity.
  
  New York Mayor Rudolph Guiliani has also played an
  important role. No sooner had the tragedy happened
  than he was two streets away from the scene directing
  relief operations. Wherever he went, he yelled,
  ��Rebuild New York! Make it stronger and better!�� He
  soberly�{�u�f�p foresaw �w��problems. He warned New
  Yorkers that any person who should drive prices up
  would be liable to a fine �@�� of US$500. He also
  called on them to be friendly ethnic
  Arabs�p�ƪ��ԧB�H. He has won much praise.
  
  As the terrorist attackers caught the US unawares, US
  intelligence services were very much to blame.
  However, common Americans and politicians have shown
  solidarity instead of trying to ascribe �k�Sthe blame.
  Some citizens have volunteered to help find people
  buried in the rubble; others have braved�_�ۭ��B rain
  to wait in queues to give blood.
  
  The opposition has pledged �}���O��its full support
  for the administration��s efforts. Some congressmen
  have declared all House and Senate members saw the
  same incident and would look at it in the same way.
  Though they said they would again cross swords with
  one another about domestic issues when the crisis was
  over, they instantly approved the appropriation of
  funds totalling US$40 billion so that the
  administration could provide relief and fight
  terrorism. Former US President Bill Clinton is among
  those who have called on the people to stand by George
  W Bush.
  
  The US failed totally in the first two stages of
  crisis management �V warning and prevention. However,
  it has done quite well in containing damage and
  providing relief.

  learn a lesson from the way in which the US has dealt
  with the crisis and realise what Hong Kong must do

  economy,�� the government probably can come up with
  ���effective measures and have regard to citizens��
  hardships, and legislators probably can offer
  constructive views rather than just criticisms. It
  would benefit the Hong Kong people for us to reduce

  Co-operation between two systems
  
  When China is a member of the World Trade Organisation
  (WTO), many more foreign companies will do business on
  the mainland. They would need legal services (
  ���ɷ���), especially those related to litigation
  (�V�A/���˾ )and arbitration (�ٲ�/����). Yesterday,
  Secretary for Justice Elsie Leung (����?) said that
  the SAR government, seeing that, had proposed that the
  central government allow foreign companies to
  stipulate (?��) in their contracts that contractual
  (�ϼs��֮) disputes �m? be settled in Hong Kong. In
  our view, the proposal is a perfect example of organic
  (�н��Ƶ�,), complementary (������ϵ�) co-operation
  ���� between the two systems (Hong Kong��s and the
  mainland��s) in one country (China). We believe it
  would go a long way towards consolidating ( ��?/?��
  ) Hong Kong��s status (��λ) as an international
  financial centre. Furthermore (����/���� ), it is a
  ��win-win-win��(���A) proposal ���h as it would not
  only advance Hong Kong��s interests but also benefit
  foreign companies and the mainland. If it is
  adopted�类�Ӽ{, Ms Leung should be given recognition.
  
  In recent years the Hong Kong economy has been in poor
  shape. Some have expressed the view that the central
  government should consider funnelling funnel
  ©���˽�ĪMխ�Ŀ��g�ѽ��X�������) mainland money to
  Hong Kong to help salvage �ȝ� its weak economy. We
  have argued against their view in this column. Hong
  Kong did achieve successes without relying on any
  government��s assistance. We should exert
  �M(�Լ�֮)��ourselves and rely on ourselves to
  reinvigorate (���� ) the Hong Kong economy. However,
  Hong Kongers should seize ( ץס/׽ס ) business
  opportunities consequent upon�S֮(���?�����w)�l��
  the rapid growth of the mainland economy and China��s
  accession (���� ) to the WTO.
  
  Foreign companies are interested to do business on the
  mainland because production costs are low there and
  the China market is vast ?��. What worries foreign
  business people is that the mainland��s legal system
  is less than perfect. They fear disputes may not be
  independently and impartially (����) adjudicated
  (����) because mainlanders have different ideas of the
  rule of law. The mainland is aware that this factor
  does not help bring in investment. However, it is not
  easy to change local government leaders�� perceptions
  , nor is it possible��(����) in a little while ����
  quickly to train up large numbers of lawyers and
  judges well versed ���R in international trade
  regulations and practices. That is why there is much
  Hong Kong can do. Its legal system dovetailed (�Ǻ� )
  with other countries�� a long time ago, it boasts
  (�鱶�B�ܶ�??��?�����Ԟ�s ) large numbers of
  experienced lawyers, and it is praised (���Q? ) in
  the world for its independent judiciary (˾��?�� )
  and sound (����) legal system. Therefore, foreign
  business people have much confidence in Hong Kong��s
  legal services.
  
  If you want to illustrate ��win-win�� co-operation
  under ��one country, two systems��, complementary
  co-operation between Hong Kong and the mainland in the
  provision of legal services may come in handy
  (�y�ֺ���). Hong Kong lawyers once requested that the
  central government lift restrictions on their practice
  on the mainland. However, it would not lead to a
  ��win-win�� situation for the central government to do
  so because it might harm mainland lawyers�� interests.
  However, Elsie Leung��s proposal would boost
  ��?foreign business people��s confidence and directly
  improve the investment environment on the mainland.
  If it is adopted, the ��pie�� will become larger, and
  Hong Kong, the mainland and foreign businesses will
  all be ��winners��.
  
  If it is implemented (���� ), the proposal will be a
  perfect example of the SAR government and the central
  government joining forces to ��build nests to attract
  phoenixes (�Y�W���~֮�� ��). However, Hong Kong
  lawyers have to be able to grasp (ץ�o) opportunities
  when they arise. No business is right at the door.
  Even if more foreign businesses need their services,
  Hong Kong lawyers must complete with one another.
  Therefore, to grasp new opportunities and meet new
  challenges, Hong Kong lawyers relying too heavily on
  conveyancing (���k�a���D?�„� ) must promptly equip
  (?�����b ) themselves �C acquire ( �zȡ/�õ� )
  expertise ����in commercial arbitration (�̘I��˾),
  international trade and the law of contract.
