It's possible... although Klein was also in England a lot of the time (working at Apple with The Beatles). Needless to say I am sure Klein "had an eye" on Brian regardless if they met in New York. He along with Mick/Keith were always watching Brian. Funny how there are stories of the Stones still watching Brian after he quit the group (hence Tom Keylock). In various books, stories from the band members themselves, they were still in constant communication. Out of friendship? I seriously doubt it... Business affairs more than likely, and the Stones, at that time, were desperate for $$ (one reason why they were going back on tour in 1969). Hence the band name (legal rights to ownership etc...).

Klein, from what I have read (Bill Wyman's book) did not think much of Brian... and with his background (very shady at best) could easily have had somebody follow Brian... even to New York. Somehow, I believe Brian was seeing somebody else in New York (another Lawyer or firm) and not ABCKO (Klein).
