I need to replace the ballasts in the upper lights in the bedroom. What is the best way to remove the valence board? I see hinged brackets both above and below the horizontal board that supports both the upper and lower lights. Can I remove the top plate horizontal screws and then allow the valence to swing down or do I have remove both the upper and lower ones. I have two left hands so I need step by step handholding on this.

Do not know your model and year , but there may be screws under the white tape covering on the bottom of the valance near the drape track

The model is 1990WLWB. I looked at the drapery track an it appears that the track will have to be removed to see what is above it. I don't think it will get me to the outer valence plate that I need to remove. The Valence board is a good 6 inches up and 6 inches out from where the drapes are mounted. Thanks for the suggestion.

It has been a long time but I removed the valances in a '90 PT40 WB and, as I recall, there were angle brackets inside that required removal with an angle screwdriver. Have you checked with a hand mirror?
