Subject: RTS II 1977 BUS

I just acquired an RTS II Bus 1977 with a Detroit V8-71 with a allison V730-D8 transmission. Everything seems to be just fine. I had it on the the road and the most I can get out of it is 55 miles per hr, and on an uphill about 25 miles per hr. Spoke to someone and said it is the governor. New to this where do I start.
