I don't have any complaints about the layout, but you did say "If I knew..."

I took a quick look at how your stories are laid out. From what I can see, you have a 135 pixel wide navigation frame, then an auto-width story frame, then a 135 pixel wide frame for a gutter on the right.

I don't know what you're using to actually generate the site code, so I don't know how easy or hard this would be, but if you remove the right-hand gutter frame, and add style="padding-right: 135px;" to the body tag of the story frame (so go from <body> to <body style="padding-right: 135px;">), that should place the scrollbar on the right hand edge of the browser, yet preserve the gutter space on the right.

I tried that on my home computer - showed the results to my two editors and all three of us decided that was too darn confusing - you end up with the gutter frame between the story and the scroll bar. So it's going to stay the way it is for now.

Thanks for the thought though - I learned something I may use somewhere in the future. Perhaps????
