If there is some sort of a soft cap, I think it would cut out a lot of the stupid contracts, and that's what the player's union doesn't want. There will always be stupid GM's, but with some sort of fiscal constraints on teams, you'll see less teams handing out bad contracts to mediocre players. The union WANTS guys like Raul Mondesi to make $11 million a year.

And weas, unless by criteria for 1st tier/2nd tier you mean that ARod is 1st tier and everyone else is 2nd or below, then I disagree with you. There's a difference between being a 2nd tier player, and playing on a 2nd (or worse) tier team. Brian Giles has a 1.060 OPS, 32 HR, 30 doubles, 100 walks, and plays good defense. Would he be a 1st tier player if he played in Boston or LA? I'd venture to say that his number would be even better if he had real major league talent batting around him. I'm guessing he'd see more to hit with Jason Giambi batting behind him than Rob Mackowiak.
