Can anyone tell me what is inside a 500 rudder

Sula has been surveyed and the surveyer says there is a hollow area in the rudder which he puts down to the foam core separating from the skin.

His remedy is to either drill holes and fill with epoxy , or split the rudder and refill with foam.

Having seen nightmare photos of rudders filled with what looked like a birds nest, Im wondering what others have actually found?
