Welcome to the runny tar world of Trapper ownership. My understanding, and I am sure wiser sages will put me right, is that the deck hull sealant is starting to breakdown and ooze and trickle as gravity assists.

we have trimmed and used thinners to rid of any exposed tar and then re sealed with a sikkaflex flexible sealant. Certainly stopped in the areas we can see. If you were really keen, you would take the toe rail off and clean away all the residue, but you would have to be very very keen and have little hands and lots and lots of patience. All the best.
