Just a thought... Could this be a water pump issue? your simptoms could be due to its placement relative to the skin fitting, as this dictates how much effort the pump uses, and consequently the strain placed on the pump.

I had a charter boat once that started fine at Haslar marina, with water flowing well. Got out as far as the first fort and noticed thick white smoke coming out of the back with NO water! Brough her back in and the mechanic wrapped the companies knuckles, as this was an issue he'd raised with them several times.
