A great idea Maurice. Everyone is treading on each others toes in a one-day competition, and a two day competition would really allow things to expand to their full potential. Obviously difficult to get anything going before 2005, but how about:
IVDA is Inter-Varsity Dance Association, and hosts a two day competition, the IVDanceC. Day one is DanceSport, Day two is everything else. Or the other way round. Discresion of hosts. Same hall or at least same town, accomodation down to individual teams attending, hosts to make best effort to make any housong options public.
Entry fees are per-day.
Each attending society gets two members, one dancesport and one other. For a small university with a lot of overlap, that's one captain/president with two votes (and two hats.) At a big university like cambridge with very distinct (albeit with membership overlap) you have two representatives - one dancesport team captain and one other captain/president (cambridge have a rnr captain, an offbeat captain, a president, a salsa team, ...
AGM to choose host for that year goes to full vote of combined committees. Universities welcome to combine bids, either both host both or each nominally take one day and makes it happen.
Two Standing Committees - one dancesport and one other. each independent, could easily have no overlap between the SC's, two different (Cambridge, say) reps on the two SC's, or same (hull, ex gratis) rep on both SCs.
Either set of representatives to have right to all current powers of IVDA committee, within their fields - constitution to set out where a decision must go to the full committee.

The only extra beurocracy for most people would be the doubling of the number of votes at the AGM, and I think that's a small price to pay for the increased breathing room for everybody. As far as extra work elsewhere, someone is already organising a lot of what we're talking about in one day, and the expansion to two days, I think, will be relatively little extra work.
Prehaps what will happen is individual universities hosting will be rare, instead conglomerations will become the norm.
