At the Spring 2003 IVDA General Meeting, a motion was passed reducing the time limit for each Offbeat entry to 1 minute 45 seconds. Cambridge (and others) are strongly against this motion. We feel that this will reduce the quality of competition, and will make it difficult for universities to support dedicated teams, whose members are not in involved in the ballroom competitions. This document contains a counter-proposal for consideration at the Autumn 2003 GM.

It’s understandable that there is a worry about time-keeping at next year’s IVDA and it is important to try and find ways to reduce time where possible. However, the worries about Offbeat have arisen from the number of entries to IVDA last year and the idea that this will increase in future. This is certainly not a given; in 2001 there were fewer entries, with only 3 teams competing in both SUDA and IVDA.

Along with this, there were no time-keeping problems at the last IVDA competition. Halving the time available to teams may affect the numbers of entries from teams who have a separate Offbeat team, as it is not worth traveling for just 1min 45secs worth of dancing. Needless to say, a reduction in the number of teams means a reduction in income.
Thus the motion as stated:
1) Reduces the quality of the competition - teams which work towards the competition all year will not enter (Cambridge, Keele, Bristol)
2) Reduction in the number of entries will reduce the amount of income for IVDC, which may force dancesport competitors entry fees to increase.

1) We feel that the Offbeat competition can be kept to a strict and calculable amount of time by placing a few safeguards.

Proposed Changes

2.9.8 allows only Offbeat teams that enter SUDA and NUDA to enter IVDA. This should ensure a “natural selection” and will allow plenty of time before the competition to make allowances for time.

2.9.2b On top of this the, time limit should be strictly enforced. As there will be enough time between SUDA/NUDA and IVDA music can be sent in with entries and checked. If any are over the time limit, the team should be disqualified. This can be supervised by the organisers of the competition. Teams do not have to enter the same dance as at SUDA/NUDA – all that matters is that the music they submit comes under the 3 min 30 limit.

2.9.2c It should also be made clear that the 3 minute 30 rule is only an upper limit. If teams feel that they want to do 1 min 45, then they can – this removes the problems of practice for those who are also entering the ballroom comps.

In summary, we are proposing the following changes to the Constitution:

2.9.8 Teams may compete at IVDA only if they have competed at SUDA or NUDA

2.9.2b To ensure a strict time limit, teams will send in their music to the organisers of IVDA. If any dance is over 3 min 30, the team will be disqualified.

2.9.2c Teams are under no obligation to use the full 3 min and 30 seconds.


2) If this is not acceptable, then qualifying would be preferable to a reduced time limit. A good compromise would be the top 5 teams from NUDA and the top 5 teams from Suda going through to IVDA. This would ensure a 35 minute comp. To ensure fairness there should always be 10 teams in the Offbeat competition, so if there are not enough entries from SUDA, then numbers should be made up from NUDA and vice versa.
