Frank's world is intentionally one that is somewhat Medieval. I think that was done again to make the plot interesting and give it grounding in the real world. Humanity despite its technological sophistication is still in many ways barbarous and narrow minded. And you are right, to face the machines or whoever the threat is ( I am betting its machines too), humans should be able to work together.
After the Tyrant and GEOD, I am not exactly sure what form of government that dominates the galaxy, whether or not it's democratic or what.
It's odd to me that Frank Herbert and George Lucas basically reinforce the idea of superbeings and government systems that favor monarchs and absolute rulers. It seems no matter what, humans are just less interested in Egalitarian societies and those where power and wealth are equally distributed than ones with ancient caste systems and power concentration. Hmmm...
