I figure the Fish Speakers and BG's teamed up in the first scattering, creating the Honored Matre's. When they ran out of spice, the tleilaxu were more then happy to give them the amal.

The amal may even be the very same as before, but the BG's react different with it due to their internal chemistry controls.

But maybe once the started using sex as a tool the tleilaxu fought back releasing Futars and Handlers upon the HM's as retribution.
