Four years since 9/11 and this is what we have for disaster planning?

The Illinois National Guard was on Standby Tuesday but not until today are 500 troops being sent to NO. They were offered Tuesday but no one seemed to care?

Am I being stupid that you mobolize troops in unaffected areas prior to the storm so they can go in if needed?

Is this all about territory? or PRIDE?

We invaded Iraq and reached Badgdad faster than New Orleans.
