    U lot really showed what ARGAUM can do on the pitch.
    Lets build on this and use it 4 next season, when, whatever the status of league we play in, only the #1 place will be a true reflection of the standard we should be at!

    The final on Wednesday is a 7:30 kick-off at the Rectory. Admission to the ground is £3 for adults and £1 for kids. All players need to have a ticket to enter the ground free of charge. I am currently still awaiting these tickets from the Plymouth Combination and I will notify you how I am going to get them to you ASAP. Please note that you can only park at the Brickfields car park.

    The 2nd XV are entertaining South Wales touring side Machen on Saturday, and as the first team have a league fixture we are a bit short of players. If anyone fancies a game please pitch up at Bullpoint at 14.00hrs. Machen are bringing a tour party of 35 and have stated they will put a £1,000 behind the bar for post-match entertainment. Hope to see you there, particularly the Wormeaters.

  • Latest RFU advice on Foot & Mouth - Season Extended to 19th May -- Richard Belli, 15:34:18 03/30/01 Fri
    COMPLETING THIS SEASON'S FIXTURES

    In the light of the disruptions to the Competition Season, it was agreed, at the Governance Committee's last meeting, to form an Emergency Task Group to deal with and resolve any fixtures issues that arise between then and the conclusion of this season.

    The Emergency Task Group, comprising Bob Rogers (Chairman Governance Committee), Jonathan Dance (Chairman Competition Sub-Committee), Terry Burwell (Operations Director), Keith Plain (Chairman County Championship Task Group), Trevor Richmond (representing Levels 2 to 4) and Paul Astbury
    (representing Levels 5 and below), met at Newbury RFC on Tuesday 20 March.

    The very helpful information and data produced by a number of Competitions Organising Committees, whose task will be vital during the final few weeks of this season, has been considered. The current lists of rearranged fixtures at all levels have been analysed and will continue to be reviewed.

    A copy of the latest RFU Guidelines on Foot and Mouth Disease, followingfurther advice from the Ministry of Agriculture, Fisheries and Food, is attached.

    The existing backlog of fixtures reveals that there are a number of clubs who are 4 or 5 league matches behind and that it is unlikely that all league fixtures will be completed by 12 May. Indeed, a number of clubs may not be
    able to complete their league programmes at all because of closure of facilities.

    To facilitate the completion of the league programme, clubs are expected to seek alternative local pitches if their own facilities are not available.
    Clubs should discuss the options available with their League Secretary and opponents.

    This season's league programme will be extended to Saturday 19 May in the hope that all (or at least nearly all) league matches can be completed by that date.

    Due to the extension of the league season, the final date for the play-offs will now be Saturday 2 June; but play-offs may be played before that date if it is possible.



    Organising Committees will continue to be responsible for the management, organisation and administration of the remainder of their league programmes and have full support and authority to prioritise rearranged fixtures if that helps to complete the 'tops' and 'bottoms' of leagues fairly for all directly concerned.

    It is the intention that no club is disadvantaged, but, if nothing else, the issues of promotion and relegation and which clubs participate in play-offs must be resolved.

    The Emergency Task Group will meet within a day or two of Saturday 19 May having consulted the Local Organising Committees to resolve any outstanding issues, for example, where leagues have not been completed and there is
    uncertainty as to promotion, play-offs and/or relegation. It hopes that it will not have to take any difficult decisions.

    To assist, if you have a backlog of fixtures to make up, please consider the possibility of playing midweek, on Good Friday, Bank Holiday Mondays (16 April and 7 May) and possibly even two games in one weekend (Saturday and
    Sunday). If your ground is not available, please investigate alternatives.
    Your Organising Committee will assist you in any way it can to ease you through these difficult times.

    County Cup and other club competition Matches

    The Emergency Task Group has decided that, after Easter, League fixtures must take priority over all County Cup and other club competition matches, because it believes that the completion of the Leagues is of paramount importance.

    Please remember that it may be convenient to play cup matches midweek (as already happens very successfully in many Counties). And, there are also the Bank Holidays mentioned earlier.

    County Championship

    The Emergency Task Group has also decided that League fixtures must take priority over County Championship matches.

    The Emergency Task Group has considered the options available. It would not wish to abandon this season's County programme. On the other hand, it is concerned not to create a situation where mis-matches are prevalent. Nor
    does it wish to create additional loyalty problems between club and county.
    Some Counties have already decided that they cannot participate this season.

    The County Championship Task Group (CCTG) met earlier today and agreed that the only realistic way forward is for those counties, who wish to, to play as many of their existing county matches as possible (on the original or
    rearranged dates if necessary) or newly arranged alternative county matches but as friendlies only. Therefore, for this season there will be no
    knockout stages. The funding available for Counties will not be adversely affected by this decision.

    However, to retain a final focus, Yorkshire (the reigning County Champions) have agreed to play a challenge match against an English County XV atTwickenham on County Finals Day (Saturday 26 May). In addition, whilst there will be no Plate Final, the possibility of extending the County Sevens Tournament played at Twickenham is being explored. This should make for an excellent County Finals Day at Twickenham with even more Counties being able to participate. The Tetley's Bitter National Under 20 Championship will be played as arranged, including the Final at Twickenham.

    The possibility of an English Counties XV playing a touring side during the Autumn Internationals is being investigated.

    And finally, all of the above decisions have been taken with great regret and in the knowledge that there will be a number of disappointed people.
    But we have had to set some priorities in this extreme situation.

    In Summary

    The Action Plan set down by the Emergency Task Group to enable the League
    Season to be concluded is summarised as follows:

    1. After Easter, League Matches have priority over all other club matches, and the Organising Committees' decisions on dates will be final.
    2. Organising Committees may prioritise League fixtures to achieve satisfactory 'League outcomes'.
    3. Every effort must be taken by participating clubs to complete the League season by not later than 19 May, including playing at "neutral" venues.
    4. Play-offs must be completed by not later than 2 June.
    5. If any League is incomplete on Sunday 20 May, the Task Group will make such decisions on promotion, play-offs and relegation as are fair and reasonable.
    6. After Easter, League matches have priority over County Cup matches unless the Organising Committee agrees otherwise.
    7. The arranged County fixtures should be played where possible but only as friendlies and there will be no knockout stages this season.
    8. Yorkshire will play an English County XV at Twickenham on Saturday 26 May.
    9. The Final of the Tetley's Bitter National Under 20 Championship will take place at Twickenham on 26 May as planned.
    10. The number of rounds of the County Sevens to be played at Twickenham on 26 May may be extended to create more involvement and interest for as many Counties as possible.

    These are exceptional circumstances which may require firm decisions to be taken.

    The case for appointing auditors has never been more clearly demonstrated than by the following articles taken from South Devon newspapers this past DEC/JAN/FEB:-

    **** Teignmouth RFC - Probe promised into club's missing cash
    A probe has been promised to try and discover why Teignmouth RFC - with one of the best incomes in local rugby - has suddenly been plunged into a financial crisis that could see it fold, writes John Ware.
    An investigation will be launched either through accountants or the police to find out where all the money has gone over the past few years.
    Nearly 100 members packed an emergency meeting last night and agreed to launch a rescue package to "buy" back the club from the liquidator.
    But most agreed with former skipper and retired bank manager Dave Williams, who declared: "Before we can go forward and ask people to contribute, we have to discover why the finances are in such a mess and give an assurance it will not happen again.
    "We need to win the confidence of members, businesspeople in the town and sponsors that we have put our house in order. "What has happened has left a nasty taste that won't go away. It should not be swept under the carpet. There are all sorts of rumours about malpractice, and we need an outside enquiry to find out the truth."
    The club was put in the hands of a receiver in December over an unpaid VAT bill for a few thousand pounds. Now, to regain control of the club, about £30,000 needs to be found within a few weeks to pay off that debt along with outstanding tax and utility bills. Another £40,000 is owed to a brewery, Carlsberg Tetley, and the bank, but both companies have agreed it can be spread over several years.
    The receiver is bound to consider all offers for the club, and members were shocked to hear that another bid is being mounted by local businessman and property developer Keith Squirrell.
    The receiver has told members he will not allow the club to continue trading in liquidation for much longer.
    Another former player, Pete Cross, a businessman who is also the official England RFU mascot, received a lot of support for his suggestion that a small finance committee should be set up to mastermind the raising of the £30,000.
    It is hoped that members and the business community will dig into their pockets to find the money, which will be controlled by a special independent trust fund and only used to regain the club. If the bid fails, the cash will be refunded.
    Chairman Bob Freshwater, a headmaster, said if they came through the crisis, the future looked promising because income from the bar and functions was so healthy. They had the support of the landlord, Teignbridge council, who wanted to see Bitton Park remain as a recreation area, especially since the Broadmeadow pitches had been closed because of safety fears.
    There was a lot of emotion at the meeting, and veteran stalwart Walt Rogers summed up the feelings of many when he declared: "It has really hurt me to see the club in this situation. It is nothing to do with the new officers who inherited this mess, and I thank them for trying to turn it around."

    **** Crunch Time For Teigns
    ONE of the most important meetings in Teignmouth RFC's history takes place on Thursday 22 February 2001, and all members are urged to be there.
    As widely reported in the press the Club is facing is biggest ever crisis.
    It all results from being placed in receivership by the VAT man at the end of December 2000.
    Since then more financial shortcomings have been uncovered, and the bottom line is that £30,000 is needed to "buy back" the Club from the receiver before he sells it off.
    Members have been asked to pay their fees several years in advance to raise the cash, and a special clear-the-air meeting is being held in the Clubhouse at 8 p.m. to explain how the finances of a Club with a healthy cash flow have got into such a mess, and how it can be resolved.
    Chairman Bob Freshwater and new treasurer Chris Ovens who have spent many hours trying to untangle the accounts from the past, will be there to try and answer any questions.
    "We will be entirely open and frank about the situation, and I would like as many members as possible to come along," said Freshwater.
    "I know there is a lot of bitterness about what has happened, and we have tried to unravel it as best we can. But that is in the past, and we must now look to the future to save the Club from possibility of disbanding. That would be a tragedy for all of us and the town. I hope we can be as positive as possible. If we can overcome this major hurdle, the Club has a bright future because the financial system is now on a proper footing with every penny accounted for. In fact we are doing better than ever over the bar and with bookings for outside functions. Hopefully this crisis can pull us all closer together," was Freshwater’s hope.

    **** Teignmouth Rugby Club Re-Opens After Shock Closure

    Teignmouth Rugby Football Club has re-opened and it's business as usual following Wednesday's shock closure by the Customs & Excise.
    The closure was blamed on "a breakdown in communications" by chairman, Bob Freshwater.
    Earlier this year it had been discovered that the Teigns owed £7,500 in unpaid VAT and that the Customs & Excise were to start winding-up proceedings against the Club.
    After discussions a, or what was thought to be, a satisfactory arrangement was made where the Club would pay a lump sum of £4,000 and the remainder being paid £1,000 a month.
    Unknown to the Club the legal proceedings were not stopped and in a Court Case on Monday, the Receivers were called in.
    After frantic talks the Customs & Excise agreed that a gross miscarriage of justice had occurred and agreed to begin proceedings to have the winding-up order rescinded.
    The Club will remain in the hands of the Administrator until the order has been rescinded. He is also happy to allow the Club to be run by the current Officers.

    I see from Services website that they beat OPMs 19-15 in the other RNEC seni-final today. So it's Services seconds on Wednesday April 25th @ The Rectory. For the anoraks out there that's a repeat of the 1923-24 Lockie Cup Final, when we won by a single try to nil. I'd settle for that again.

    Just in case your wondering why there was nothing in tonight's Herald I did send them something on Wednesday, but unfortunately they forgot to print it. This is what you could have read.

    The teams for Saturday's cup semi-final double header:

    Both games take place at Elburton (King George V Playing Fields) and are both 2:30pm kick-offs. The Chiefs take on PRWF in the RNEC Cup, whilst the Tigers play PRWF II in the Pedrick Cup. Like most clubs we've been affected by the F&M crisis. With our Bickleigh Down pitch still out of action we've had to improvise by training at Woolwell Community Centre for the last couple of weeks, whilst a club XV had a useful runout last week against Plymouth University at Central Park. We've had some close matches with PRWF this season and with cup-final places at stake both games are sure to be hard-fought. Chris 'Jock' Henderson makes his last appearance for us for a while as he is shortly to make a move abroad, so we hope to send him away on a winning note.
