Spike tells Xander and Anya that there are always consequences in a general context about the dangers of the spell they did. Then it turns out a possessing hitchhiker demon is hanging around and Xander, one of the errant scoobs, asks Tara if Spike is right, if the spell is having consequences. And importantly, what did Willow know and when did she know it? Tara says no, willow couldn't have known, she wouldn't do that. They defeat this demon, using magic again to give it form. And so we are teased into thinking yes there were consequences but the gang resolved them.

However, the kicker to the episode is that li'l spooky demon was NOT the consequences. Buffy confesses to spike, while the scoobs are all celebrating Buffy'return, that she's been torn out of heaven. Given the structure of the episode, that seems to be indisputably the consequences that spike (and even Giles in the next ep "You don't know where she was, and I'm far from convinced she's all right) foretold. Later the possibility of her having come back wrong will also loom larger. So the consequences of bringing into being a second evil demon to balance out the forces of good or whatever are diversionary consequences. Demon herrings. The real consequences that the Buffyverse is concerned with lie elsewhere, and I suspect can be seen with greater frequency throughout the series.
