To 107: It is the job of both the state and Feds. Ordinarily the state will work out a payment plan (including penalties) with the business. The feds will - if back taxes aren't paid - put a lien against the business. My family owns a very successful restaurant in Dallas and has faced these issues more than once over the 40 years the restaurant has been in existence for different reasons (not knowing a tax law had changed, late filing etc. No one has ever gone to jail.
