 Plenty of good officers I'm sure, with some bad apples you find in every job. It's up to those in charge to hire good officers and fire the not so honest or good ones. I see the problem officers as a mirror reflection of those in charge and what they approve of.
They probably invest a lot in training and drag their feet to fire any.
It is really a shame to hear people put all of the officers down for a few bad ones.
