However, if you own the business and you are granted contracts from the county government there does need to be transparency. And regarding the building of the jail extension there has been a seeming lack of transparency. The picture of Maxwell and Negangard only looks suspicous to areas of the population because of the expediency of the project, the general negative feelings toward it and the distrust of most public officials. I imagine there is nothing illicit about their vacationing together after having a business deal concluded. However, in a small area it still raises eyebrows.
