"Drone" Sorry for the spelling error.I often type too fast. To your point, my platform is simple. I will use "Lean" to reduce cost. The first step would be to develop a process or "value stream" map for every activity in the office. This map allows for a better understanding of how much time and energy is spent on a given task. Through Kaizen, improvements are identified. Using the Scientific method they are tested and if proven to be successful, they are implemented; new SOP's are written. A specific example can be found in the use of e-government. By moving more of the office duties online it will reduce the amount of paper and ink usage. Thus reducing the cost for these items.

On a side note, NKU has agreed to help provide graduate students to do some of this project work as part of their course work. This will help prevent the need to pull county workers off the job or place an undue burden on the office staff. In my experience, I have learned that adding a perspective from outside the organization can be beneficial.

Lean is about working with the staff to find and eliminate all forms of waste from an organization. It has worked in the private sector and is now being used in the public sector. Look at Ft. Wayne, Indiana or Brown County, Wisconsin for examples. Good books to read are LEAN THINKING or THE ELEGANT SOLUTION.

I know it will work, because it has worked for me in the past. Also, during my Masters work I learned that it has worked for many, many other organizations.
Lean provides the map that will bring an organization out of the weeds. Thanks for the great question.
