I think it was rather wise of the previous council to lock the money with a 7 out of 7 unanimous decision. This means that everyone is in absolute agreement with how the money should be spent. If there is no absolute agreement than the money should NOT be spent. The main purpose of documents like the Constitution is to bind the government not the people, so yes this new council shall be bound by the previously established policies of wiser council. It's obvious that the commissioners and most of the county council did NOT do their homework on the jail expansion issue, they can't even articulate why less expensive measures can't be tried first.
