Did I somehow miss the news story DC Commissioners pays lobbyists to rep its 'Civil Servants?'

I stumbled upon the following and was surprised.

https://www.opensecrets.org/lobby/firmsum.php?id=D000021864&year=2005

Why does DC do this? Any help would be appreciated.
