I would start with a new organization. Call it "Citizens for Good Government" or something of that nature. It must be independent in nature and not subject to control by the regular party structure.
Promote writing editorials for the local paper, blogs, and radio. They must be clear and concisely written such as the jail letter written by Miller and Garner. (Facts tend to overwhelm rebuttal) Use twitter, facebook, and social media to seek out a community of citizens. Have a screening process that ensures a solid message. Don't let the message be hijacked by folks on a personal mission. Respect their positions but stay focused on the overall goal.
Most of all, recruit good people for office, Good people make good leaders. Provide an open forum for the free expression of political thought. Rent a room or a church basement, set up a microphone, have some cookies and Kool-aid, and begin a movement. Candidates must be vetted in public so that there is a clear understanding that this is a grass roots effort. Remember, in politics there is strength in numbers.
You have already seen this process. The tea party has the energy and the drive but not the answers. It has to be about more than just being against something; you have to be FOR something.
