That's like testing everyone for AIDS because one person infected two people in a city. There are always outliers and examples that you can use to scare people. Really- has anyone ever done a cost-benefit analysis on SCU and other programs in our system?
Let's look at another outlier- the innocent person who ends up jailed.
The jail system has become a business- look who's profitting and who's paying.
