Correction!!! (unless I misunderstand you).

US-AID is the American government's foreign aid organization.

100% of USAID money (American foreign aid) comes from the American national government.

The American Congress (national legislative body) votes their budget every year. Are you thinking about another organisation like US Aid Abroad or similar? What you said definitely doesn't fit US-AID!
