Subject: Texas School killing 24 May 2022.

The slaughter of 18 children and one adult at the Texas school by an Active Shooter today, is horrible. Media, politicians, law makers, law enforcement, and all the TV talking-heads wring their hands and spout their agenda... usually pro or anti 2nd Amendment, or blaming each other, or the American people. We have allowed these shootings to go on for too long without hardening the cowardly shooter's target of innocent children.

Is there something we Sky Cops can suggest to address safety on campus issues and procedures? I took a little time to write a few points or suggestions on securing just campus classrooms. There are many other security issues for a typical school or college campus (the size alone of many are impossible to fix). But the individual classroom can be harden just enough to bridge the proverbial "when seconds count, police are minutes away."

And yes, the below would cost a lot of money for many thousands of schools -- but the government just handed the Ukraine another Forty-Billion-Dollars -- we should do something for the school children now. Here are a few points hastily jotted down.

ACTIVE SHOOTER
CLASSROOM SECURITY PROCEDURES
“WHEN SECONDS COUNT, AND POLICE ARE MINUTES AWAY”
The goal for this outline is to bridge the gap between “seconds and minutes” necessary for law enforcement arrival to an Active Shooter on campus. This draft only covers security for classrooms, student housing, admin offices. It does not address the countless variations of thousands of campuses, such as access to campus procedures, special-needs classes; guards or law enforcement assigned to a campus; nor procedures handling a student making weapons threats online, by phone, in person to other students, or in writing (text messages, notes, graffiti, etc.).

Typical classrooms may have two exits, and a wall with windows, and exit in to a hallway.
Recommendations: Every campus building, hallway, classroom should be equipped with:

1. Video Cameras that are activated when an Active Shooter Alarm sounds (for use by Law enforcement when Active Shooter school alarm/notice are received, or arrival on campus).
2. HALLWAY FIRE DOORS should automatically close with the Active Shooter Alarm.
3. Just as there are ceiling fire and smoke detectors, there should be a Gun Shot Audio Monitor Detector capable of detecting a nearby gunshot, and automatically sounds the campus wide Active Shooter Campus Alarm (ASCA) to implement Lock Down Procedures.
4. Classroom Doors: Just as Airlines designate a capable-passenger to set by a passenger-exit-door to open in an emergency, so should teachers or professors designate a capable student to secure classroom door(s):
5. Special Door Locks for Active Shooter: Every classroom teacher or professor should designate a capable student to engage the Active Shooter Campus Alarm Special Lock on that door if the ASCA alarm sounds.
6. Emergency Services ASCA Door Lock Keys: Hallway Special Locks should be a “Fire Alarm” type pulldown. And, just as Elevators have a “Fire Fighter” access key, so should the doors have a hallway “Fire-Fighter and Law Enforcement” access Key to open each door when necessary.
7. Special Door Lock requirements: ASCA Alarm secured doors should be secured like Bank vault doors. The Special Door Lock should be metal bars or cylinders that exit from the door-frame and insert in to both sides of the closed door.
8. Windows Secured: Students should pull down window covers to deny an Active Shooter seeing inside; and close all windows and window-covers or blinds; and lights should be turned off or to “low” denying “night-vision” if an Active Shooter gains access before Procedures are completed.
9. Doors, smoke or chemical spays: Students should be prepared if necessary to use jackets or sweaters to cover any open air-space, if present, immediately at the bottom of a classroom door, to prevent smoke or chemical agents being sprayed inside.
10. 9-1-1 update: The Teacher or Professor will call 9-1-1 and give the room number and how many students are inside. And report sounds of shooting or screaming that might be heard nearby.
11. Students in hallways when alarm sounds: If in a hallway when an ASCA alarm sounds, immediately enter any room possible.
An Active Shooter trying to enter a secured classroom, admin office, or campus housing will not likely succeed without effort and tools; time trying will help bridge the “seconds-to-minutes” gap buying buy minutes for law enforcement response to campus. However, if the shooter gained access before Active Shooter Procedures are completed, Defend your Life with all your might, as the Active Shooter may otherwise continue shooting.
