I've been thinking about this for a few days and have considered all the angles as to why Franks family couldn't clear his name a long time ago. He may not have had a very big "family" in the first place, and the accusation happened many years after the fact.

At the time, the police were already saying they were "sticking by their findings"...what findings??? They didn't even really investigate Brian's death more than a couple of hours...and I recall Frank's daughter (it WAS his daughter) left her email address for anyone to contact her. I was at work when I found the article, and was interrupted before I could write down the address. I never found the web page again, but at the time it didn't seem as important as it looks in hindsight.

It's difficult to "officially" change history. You need mountains of concrete proof, and most of the evidence around this particular event is circumstantial. Too bad.
