I'm sure MadTV's been used as a gag now and again, but certainly there's more jokes about the quality of the current SNL (heck, whole sketches on this basis). I don't think a monologue goes up these days without pointing out at least one lame thing SNL does.

Also, you gotta consider the source. This is a loose confederation of individuals - there's no editor saying "you can't do this joke" or "that ain't right." People are going to submit what they find funny. Some find MadTV a great target, others don't. You'd be hard pressed to find a single knock at MadTV in any of my sketches.
