There's kind of a difference between Dana Carvey and Jeff Richards. Dana is like family, the kind you're proud to be related to. Jeff is more like the drunk uncle who shows up at the reunion even though no one invited him on purpose. Jeff didn't make a connection with the writers or the audience in Lorne's opinion. It seems to me that most of the people who come back for guests are people who at least finished the season before they were fired or they were people who quit.

Also the casting is easy enough to get around. Horatio could do Michael Moore, you won't even need a fat suit just some facial hair applied. And yes, Horatio can be annoying but that's more when he's given ridiculous WU commentaries that go on too long. And Bill O'Reilly could be done by Darrell. Darrell Hammond is a great impressionist and aside from when he's forced to do a Bush impression I have complete faith he could do anything. I'm sure he do O'Reilly just fine.

And there you have it. I'm not convinced for an argument of reincluding Jeff Richards, casting around him is relatively simple. In the over all it's not that big of a deal, I just don't see the necessity of it/him.
