No sill that I'm aware of (great slipway tho'). I think they claim that there is a minimum of 1 metre in the outer harbour which is exposed to the south, but the inner harbour dries. Are Rick and Linda Donaldson (+ kids) still around, I think they used to keep their 500 in Portland ?
