Had a similar problem recently. I had the shaft removed as I was replacing the stuffing box gaiter and cutless bearing. I also had tried a puller on it unsuccessfully. I found it easier to work on at home in the garage.
I applied heat to the prop bush then loosened the nut slightly, stood the shaft on its end with the nut sitting on a piece of carpet then got some one to hold the shaft while I hit the prop with two hammers. It did take some force.
Remember to work quickly after applying the heat so that the shaft does not start expanding. And make sure the nut is unscrewed enough so that you don't damage the threaded end of the shaft when you start hitting the prop.

Failing that you could always cut it off as you are replacing it anyway.
