Where can I get my hands on a tool that doesn't require the shaft to be removed?

I've seen the pipe/puller creations discussed and am happy to do that if it's the only way... just rather have it pulled out & crack on with servicing seacocks, resealing raw water engine intake hull fitting etc etc etc :-)

Thoughts/direction appreciated..
