as you can move it 5deg it indicates that its a differant problem, it aint just stuck, its fouled! start with a good old poke up the hole with a big flat head screwdriver, tap it in and twist, try and get as much of the concretion out as you can.

then lump hammer and metal drift , smaller that the inside bore of the cone, about 1/2" is right, that gets right under the head of the valve, to big and your trying to spread the cone

if its badly fouled you may have to knock it back down a couple of times before you free it

may help if the hose is off to have a poke around with a smallish screwdriver from the top, see if that gets any crud out

oh, and check what colour the hull nuts are, if copper, scratch them, see if they are brass colour underneath corrosion isnt a big problem in Blakes valves .....dezincing IS, I tried checking mine for tight once and the nuts fell to bits! had to change all the bronze nuts, external retaining plates and bolts.
