You see. The entire police dept. is implicated. With a federal HCL the FBI would be there investigating instead of leaving the victims attorney pleading for state and local police to PLEASE investigate. How can they investigate themselves when they are being named as defendants? That's just too ridiculous for words. They need an impartial federal investigation, not the good old boy's club covering everything up, destroying evidence, and closing ranks. -- Welcome To The Crzy House

Ok, I can see how giving federal oversight works in the US context. It would be an effective measure. But it wouldnt stop the bias of the police for at large. Again, my argument is that HCL will not work BY ITSELF.
