Ok, I can see how giving federal oversight works in the US context. It would be an effective measure. But it wouldnt stop the bias of the police for at large. Again, my argument is that HCL will not work BY ITSELF. It needs to be combined with a concerted movement for societal change, and probably police training practices as well -- Welcome To The Crzy House
