Subject: I'm not sure how the two rulings are related and I'm not a fan of the one and out philosophy however there may be a by product there too.

I wonder how many high school kids were convinced that they were pro material only to find out they weren't and now no longer eligible for a college scholarship. At least this way they can test their skills at the next level and then decide if they want to stick around and get an education.
