The Bucs have to do a better job of growing their own players. 18 years of horrible drafting and player development is what got them where they are. Good free agents won't come here, and overpaying for mediocre players like Pat Meares helps not at all. Prior to the current crop of youngsters, Jason Kendall, and Aramis Ramirez were the only two draftees to become very good players for the bucs during this era.
