Lucite and styrene are hard to remove paint and glue from... likely, almost anything you use to thin the paint will mar the styrene. You might try using some non-lacquer based solvents, like orange oil, apply it, let it sit and soak in, and MAYBE, it will raise the spray paint layer. Vaseline is not likely to work, but it's worth a try too.

As for replacement, you can try to get some sheet styrene or plexiglass and cut to fit and form, but for curved windows, that's going to be tough. You might get a thinner clear plastic, like window box acetate, and cut it to fit/trim, and glue it into position. It's not going to be as thick, but... it's flexible enough it might bend to shape.

Alternately, modify the humvee even further, and put after market window slits/armor on it, and make it a gun port.
