The cork life jackets depicted were invented in 1854, and used successfully for years. They became popular and affordable for many coast guards/rescue groups around the time of the American Civil War (1860s), and continued to be used until the advent of the Kapok jacket, in the early 1900's.

These jackets gradually replaced the cork jackets among life guard/rescue boat crews, all the way through to the Vietnam war.

So, you can narrow down the era of Zman's crew to the second half of the 19th century, very likely, unless they were a very poor crew, and couldn't switch/adopt the new Kapok jackets until long after WWI or so (army surplus was a great equalizer for many budgets!).
