I will address only your last point. "And why wouldn't a breeder refund a deposit if the buyer changes their mind?" I would ask you, 'what is the purpose of a deposit?' In my opinion, (in the opinion of most), the purpose of a deposit is to take the dog/puppy off the market and hold it for you, (the deposit placer). The deposit says, 'I want this puppy and I am willing to place a portion of the selling price down on this puppy in order for the seller to ignore the offers of others to buy this puppy.' Whether what's being sold is a puppy or something as impersonal as a car or home, the seller accepts a deposit for one reason, to take what they are selling off the market, to take from the market the potential for 'others' to purchase what the deposit placer says 'they' want to buy. JMO
