The PMTs is scrambled thats why PIDs has to be added manually. Its not only radio on this feed its also TV channels but they are all scramled. Radio 5 is probably there too but scrambled.

I guess BISS, RAS or DVB Fixed key is used for the scrambling as other system wont work with scrambled
PMTs. Only proffesional receivers handles this scrambling and BBC would never autorize other than the intended receivers.

From the DVB&MPEG tables that is present it looks like the transmission is a feed for UK terrestrial network cause the signalling that is present is for UK DTT.
