in answer to your question,i have been in contact with a ships captain friend of mine,who informs me of the following.
pre 1973-the captain of the ship did not have to make an entry in their discharge book,but did for their own records.however their entry was endorsed by the superintendent of the mercantile marine office.
after 1973 the above was applicable but his entry no longer needed to be endorsed by the m.m.o. office.
