It is because you probably don't have as much water weight pressing against all your tissues. When I go back on carbs, I sometimes develop terrible water retention that seems to stretch my skin at points where it almost hurts (particularly around the ankles).

When I have lost weight, my husband has commented on my skin not being so tight. I think it is a good thing. Your flab (that would be filling out those places) is going away.

As far as excercises for arms? Here is you a website that will help you with any number of excercises for various body parts.
