Subject: I was 16 when my parents sent my sister (she was 17) off on our first unaccompanied European trip. To this day, we still talk about that trip and what a great learning experience it was for us. I think it's great for young people to travel and explore the world... 21 is plenty old enough - well done to you for encouraging your daughter to do that!
