Quoting the Webster dictionary.
Qualified-1a) fitted (as by TRAINING or EXPERIENCE) for a given purpose:Competent. 1b) Having COMPLIED with the SPECIFIC requirements or precedent conditions (as for an office or employment): Eligible
So with that being said the only thing that Qualifies anyone to be in this position is training or experience in death investigations. The Coroner position is not an Administative role alone, it is a hands on position. I invite anyone to discuss what a MDI (Coroner) does. To fully understand the position will help you understand why being truly qualified is so important. Every death investigation is different meaning you need to know what to do in each situation. Training is so helpful in getting you started but experience of having worked the investigation is key. Expert is defined as a person who has special skill or knowledge in some particular field; trained by practice. There was no certification until 2000 in the state of Indiana. The reason it is a requirement is for the mere fact that uncertified, untrained individuals by no fault of thier own, did not know what to do. Coroner is a difficult job, families look to you for answers, lets not let them down by not having these answers. I am a Qualified individual who is very passionate about what I do. The Department to date has been very diligent in completing training and using our past experiences to do the very best job we can for our community. Here is a metaphor for you, would you want a surgeon who has done a few or no surgeries or a surgeon who has done many successful surgeries to do yours?
