ARE YOU NUTS or just a troublemaker? I have visited the shelter and the only animals that you can not visit with are in quarantine because they are sick, animals in a required hold area (I believe this is 5 days after they arrive at the center)in case they are lost/to be sure they are not sick and their owner wants them back. and animals being held by animal control. Guess you would want the public in quarantine areas so they could take disease/illness home to other pets.

YOU CAN'T FIX STUPID!
