The true reality of it is PNG has not been under any kind of colonial rule for 25 years. For many years after independence many foreign governments and companies had great faith in the potential of the New Guinean people. They helped to build the current infastructures and lent them millions of dollars to move forward in the modern world. It is true that a lot of the resources have been exploited by some of these same foreign countries. But whose fault is this? Those countries did not give PNG all that money for the hell of it. They needed those resources for industrialized world demands. It was thought that by now, PNG would have gotten it's act together and been in the finished lumber business. Instead the government lived as though there was no need to plan for tomorrow. Instead of cutting the timber and shipping the raw logs thousands of miles to a lumber processing mill it should by now be being processed in PNG giving work to thousands of people there and having a larger Gross National Product to be able to afford to expand and maintain the infastructure. The same goes with the minerals and fishiers. But instead of this being the case the governemnt of PNG is finding it necessary to continue to sell the resources as low value raw materials. In other words what they are telling other countries is, "Hey, we have lumber we need to sell to make some money, please come and buy it. Oh! And by the way, you'll have to bring your own saws and trucks, we never quite got around to getting any of these ourselves with the money you lent us last year. Oh yes!!! One other thing. Bring you own laborers with you too. We haven't gotten our people educated enough to do this harvesting either. Want fish??? Hell yes, we have plenty of them to sell. But you will have to come and catch them yourselves and haul them back to your processing plants. We don't have boats or processing plants either. We have a lot of unemployment down here, you guys hiring back there Tiawan? We could send some people to you to work in the fish factory if you need them."
But of course when a westerner advisor points this out they are being stupid and sticking their noses into PNG business where it isn't welcome. And we are told that these are colonial solutions to the problems. The fact is, if PNG were a colonial holding the guardian country would not allow this happen in this day and age.
