In 1979 at Aviano Italy there was the oldest E-4 you ever saw walking to work everyday. Turned out he was a riffed Col, as well. When he retired he would get Col, retirement pay. It all depends if they are Regular or Reserve Officers. If they don't make regular rating by Captain or Major they get three chances at promotion then booted out back then.
